The main objective of the information support is creation of publicly accessed system rendering high-grade information and consulting services to small businesses in the city, which is necessary for stimulation of enterprise activity and increase of its efficiency in the sphere of small business. This, in turn, will facilitate solution of some social and economic problems of the city.
"THE COMPREHENSIVE PROGRAM OF SMALL BUSINESS DEVELOPMENT AND SUPPORT IN MOSCOW, 2004-2006" foresees that all structures of the city system should function as components of a uniform network, to cooperate and to supplement each other, adhering to the uniform ideology of development, using the common methodology, software, and also implementing the coordinated price policy in rendering service to small enterprises.
Basic elements of the city infrastructure in information, consulting and training spheres have been created within the framework of the previous comprehensive programs, which has allowed to provide businessmen of Moscow with high-grade services in various aspects of business dealing. However, during the period after the crisis of August 17, 1998 when a plenty of consultations according to the decision of the Moscow City Government was rendered to businessmen free-of-charge, those priorities of their information and consulting needs became obvious, which were not completely covered by the city system.
Among them there are:
- necessity to bring services closer to a consumer and to reach the level of district authorities;
- need for the specialized services, including centralized accounting and audit;
- legal consultations and protection of intellectual property;
- need for the business information resources, in particular those connected to promotion of small enterprises products to foreign markets.
The Internet has become an important factor of bringing information into economy, providing great opportunities not only for fast transfer of information, but also for the organisation of direct real-time interaction of businessmen. That has, in turn, demanded introduction of new technologies in the sphere of information, consulting and training services.
The information component is the uniting core, around which the work of already existing and newly founded elements of the infrastructure will be arranged.
Events are based on the principles of continuity and interactivity of the elements of the existing infrastructure, which allows to achieve synergetic effect of their realisation and, finally, to save the means in realisation of each particular project. So, for example, any training event or edition of the specialized manuals should be accompanied by development of their Internet versions with the subsequent publication in the server of distant training and consultation in order to enable the highest possible number of businessmen to improve their professional skills.
