The Council has been founded in May, 1990, according to the tripartite agreement between Moscow City Council (Soviet), Moscow City Executive Committee and the Moscow Union of Cooperatives.
The Council is a body of expert, information and advisory maintenance of activity of Mayor and Moscow City Government in the field of small business development.
The structure of the Council includes heads of various public organisations, unions, associations of small business, structures of SB support, scientists, authoritative businessmen, and also advisers to Prefects of administrative districts of Moscow on the issues of small business.
Tasks of the Council are: perfection of the state policy concerning small business in Moscow, research and generalization of problems of small enterprises, protection of legitimate rights and lobbying of interests of small business in Moscow authorities, perfection of regulative and legal base of small business, engagement of businessmen into solution of important social and economic problems of the city.
The basic activities:
- organisation of interaction of small business branch, professional, territorial unions and associations and other enterprise structures with the aim of development of coordinated decisions and actions in the sphere of Moscow small business;
- interaction with Department of Small Business Support and Development, Moscow fund of Small Business Promotion and other organisations with the aim of development of coordinated decisions and coordination of actions aimed at realisation of programs and projects of small business support and development in Moscow;
- initiative preparation and public examination of draft decrees, orders and other regulative documents affecting interests of small business;
- participation in development, coordination and realisation of federal, city, territorial and branch programs of development and support of small business;
- public control over the course of realisation of comprehensive programs of small business support and development in Moscow.
- carrying out of examination of projects and programs in the sphere of small business.
For realisation of the activities, the Council involves experts and advisers from among scientists, businessmen, representatives of legislative and executive authority and other experts, unites them in provisional and permanent creative collectives, expert and working groups.
Representatives of the Council are included into various collective authorities of Moscow regulating enterprise activity.
The Moscow City Government Decree gave the Council the right to make offers on granting uninhabited premises to small enterprises outside of competitions and auctions.
According to the Order of Mayor of Moscow, all draft orders, decrees and other documents prepared and proposed to consideration of Mayor and Moscow City Government, dedicated to the issues of small business, property relations, privatization, tax and license policy, and also to the other issues affecting interests of small business in Moscow, should be agreed with Public Expert Council.
