Founded in June, 1993. The legal status is an official body.
Primary objectives
The purpose of the Department is realisation of the Moscow City Government policy related to the issues of development and the state support of small business in territory of Moscow. This is to maintain:
- civilized conditions of enterprise activity;
- development of the healthy competition of manufacturers of goods and providers of services, determined by the antimonopoly policy of the state;
- perfection of structure of the city economy aimed at formation of market relations in the priority directions of municipal economy
Basic activities of the Department:
- development and realisation together with branch and territorial divisions of the Mayor Office and the Moscow City Government of complex targeted programs and projects of development of small business;
- development and submission to the Municipal Duma, Mayor and the Moscow City Government of relevant draft legislative and administrative documents;
- coordination of activity of branch and territorial executive authorities of the city, and also public and non-profit organisations located in its territory, on issues of small business development and realisation of joint projects and programs;
- development of the small business infrastructure, focused on creation of the integral city system of rendering consulting, information, auditor and other services to businessmen, training and retraining of personnel, propagation of ideas of market economy;
- organisation of exhibitions, conferences, seminars and other events with a view of establishing conditions of the civilized competition of manufacturers;
- conducting the Register of Small Enterprises established in the territory of the city;
- interaction with federal executive authorities and executive authorities of subjects of the Russian Federation on the issues of small business;
- realisation, within the limits of its competence, of inter-regional contacts with bodies of the subjects of the Russian Federation and participant states of the CIS, participation in the international cooperation and events on an exchange of an operational experience;
- development and submitting to the Moscow City Government of offers on allocation of the city order at the enterprises and organisations of small business;
- development and realisation of the measures aimed at elimination of administrative barriers that interfere with development of small business;
- work with references and complaints of businessmen and rendering assistance to small businesses in solution of problems arising in various aspects of business dealing.
In the structure of the Department, the Center for Coordination of Control Activity in the territory of Moscow operates. Its functions include maintaining a uniform databank of all examinations of small enterprises and development, on the basis of the analysis of actual information, optimization mechanisms of the state control over enterprise activity, and also protection of the rights of businessmen at carrying out examinations by supervising bodies of enterprises.
The department ensures the functioning of the following Commissions:
1. The Commission of the Moscow City Government on financial and property support of small business;
2. The interdepartmental Commission under the Moscow City Government on elimination of administrative barriers for development of business;
3. The Commission on coordination of fair and exhibition activity in the sphere of small and medium-sized business;
4. The Commissions on development of workmanship.
