With the aim of improvement of quality and the overall performance of Moscow City small enterprises "THE COMPREHENSIVE PROGRAM OF SMALL BUSINESS DEVELOPMENT AND SUPPORT IN MOSCOW, 2004-2006 " foresaw:
- provision of maximum wide access of Moscow City small enterprises to consulting services of the city system of small business support; the further development and maintenance of the distant consulting system for small enterprises of Moscow and creation of new thematic and branch sections, as well as training and consulting modules, in the server of the Moscow Agency for Development of Enterprises are planned;
- legal support of Moscow small enterprises activity, including protection of their interests in arbitration courts and the state bodies, and also rendering of consulting assistance in the issues of protection of a person and a property, for which reason the city center of legal protection and support of Moscow small business has been created on the basis of the Moscow Agency for Development of Enterprises;
- rendering information and consulting assistance to small enterprises of Moscow through uniform system of the centers working according to unified standards and offering uniform prices, and also approximation of information and consulting services to direct consumers, that is to small businessmen, for which purpose the further development of the system of territorial agencies is planned, including creation of micro-agencies in the districts of Moscow City;
- further development and perfection of the system of complex information, consulting, training, financial and property support of small business in administrative districts of Moscow City by creation of the Territorial Centers of small business support in the 10 administrative districts of Moscow City on the basis of working and newly created structures of SB support;
- creation of the system of the centralized book keeping and audit for minimization of expenses of the city small enterprises.
Broad development of small business is substantially restrained by absence of qualified experts in the field of small business, therefore, according to the decision of the Moscow City Government dated September, 26, 2000, # 755 "On professional training in Moscow City for market economy ", Moscow Fund of Professional Training carries out various actions and implements programs for development of small business on the basis of purposeful training of experts in the basic enterprise activity.
Essential shortage of all the specialized literature, training courses and methodical manuals on SB activity is their inaccessibility for a great number of businessmen, therefore any training event or an edition of specialized manuals should be accompanied by creation of Internet versions with the subsequent publication in the Distant Training and Consulting server to enable the maximal number of businessmen to increase the professional level.
Thus, those of them who have no access to the Internet can take advantage of newly created Business Internet Centers services under supervision of skilled advisers. Such a work requires accurate interaction of all elements of the infrastructure, but it results in the number of trained increased from several hundreds up to several tens thousand person. Similar synergetic effect is expected from events dedicated to integral support of business on the basis of business incubators, techno parks, service centers, etc.
