Municipal funds of business support are founded according to the Federal Law of the Russian Federation " About the state support of small business in the Russian Federation ", the Law of Moscow " On principles of small business in Moscow " and the Decree of the Moscow City Government # 942 from 30.12.97 " About the comprehensive program of small business development and support in Moscow for 1998-2000 ".
The basic objective of the funds activity is the development and support of small business in administrative districts of Moscow.
Their main tasks are:

financial maintenance of territorial programs of small business development and support by accumulation of budgetary and unappropriated means, incomes of their activity, voluntary payments of physical and legal persons, including foreign ones, incomes of release and placement of securities, and also incomes received as interests for credits, allocated to small businesses;
financial support of small businesses and structures of small business support in the form of investments, soft loans, interest-free loans, short-term loans, grants and in other forms, which do not contradict the current legislation;
issue of guarantees to financial institutions on projects of small businesses in administrative district;
management of property transmitted to a fund, including securities and money resources;
holding events aimed at bringing in and effective utilization of means of domestic and foreign investors, including carrying out of competitions, exhibitions, fairs, auctions, lotteries, and also operations with securities according to the order established by the current legislation.

List of documents for application for financial support by small businesses Small businesses applying for financial support of their projects, are to submit the following documents:

a) The application for reception of financial support according to the established form;
b) Appendices to the application under the established form:
- a passport of the enterprise;
- a personal profile of administration of the applicant;
- a description of the project.
a business plan of the project
copy of the Certificate of inclusion in the Register of small businesses (for small businesses);
copies of balances and reports on financial results of the applying enterprise for the last year and the last accounting period, approved by the tax inspection;
a list of the basic property of the applying enterprise;
documents confirming presence of industrial and other premises, necessary for realisation of the project;
documents on assignment of the first persons of the enterprise (with indication of their powers);
a list of creditors and debtors of the enterprise with detailing of debtor and creditor debts;
an information from the tax inspection about presence of bank accounts of the enterprise;
copies of working contracts, and also draft contracts necessary for realisation of the project (copies are verified with originals);
necessary licenses and sanctions for realisation of the project; documents on guarantee for required financial assets.
