COMPREHENSIVE PROGRAM OF SMALL BUSINESS DEVELOPMENT AND SUPPORT IN THE CITY OF MOSCOW for 2007-2009 Moscow THE PASSPORT OF THE COMPREHENSIVE PROGRAM of small business development and support in the city of Moscow for 2007-2009 The name of the Program: the Comprehensive program of small business development and support in the city of Moscow for 2007-2009. The ground of development: - The Decree of the Moscow City Government from September 13, 2005. N 702-DG "About the course of performance of the city and district comprehensive programs of small business development in the city of Moscow for 2004-2006"; - The Program of social and economic development of the Russian Federation for medium-term outlook (2006-2008); - The Federal Law from July, 21, 2005 N 94-FL "About placing of orders for delivery of goods, execution of works, rendering of services for the national and municipal needs"; - The Decree of the Moscow City Government from July 7, 2004 N 47 "About the city comprehensive program of small business providing with non-residential premises for 2004-2008". The state customer of the Program: - Department of small business support and development in the city of Moscow. The principal developers of the Program: - Department of small business support and development in the city of Moscow; - Public Expert Council on small business under Mayor and the Moscow City Government; - Moscow Center for the Development of Entrepreneurship. Developers of the Program: - Moscow Chamber of Commerce and Industry; - Moscow Fund of Professional Training and Promotion of Innovative Activity; - "Alliance Media" National Business Partnership; - "IMC Network" International Association; - Moscow Chamber of Crafts; - Inter-Regional Center of Industrial Subcontracting and Partnership; - Russian Association of Small and Medium-Sized Enterprises; - Moscow Agency for Development of Enterprises; - Territorial Centers for Development of Entrepreneurship in administrative districts of the city of Moscow. Head executors of the Program: - Department of small business support and development in the city of Moscow; - Public Expert Council on small business under Mayor and the Moscow City Government; - Prefectures of the administrative districts of the city of Moscow; - Councils of districts of the city of Moscow, also the organizations forming the infrastructure of small business support in the city of Moscow and small enterprises selected on a competitive basis. Terms and stages of realisation of the Program: - The beginning of realisation of the Program - 01.01.2007 - The completion of realisation of the Program - 31.12.2009 - The stages of realisation of the Program: I stage - 2007 II stage - 2008 III stage - 2009 The objectives of the Program: In social aspect - icrease of a role of small business in realization of social policy of the Moscow City Government, strengthening of social and economic positions of the middle class, assistance to growth of standard of living and availability of the social blessings via large-scale support of the population entrepreneurship initiatives; maintenance of reproduction of subjects of small business and increase in number occupied in given sector of city economy; achievement of the level of the countries with developed economy in the number of small enterprises on one thousand of the population. In economic aspect - doubling in 2009 of total value added, produced by small enterprises of city of Moscow totally by branches of economy in cost calculation in comparison with 2002 (in the comparable prices of the manufacturer). Tasks of the Program: 1. Perfection of the environment for development of business via: - Perfection of legal ensuring of enterprise activity, coordination of checking activity, optimization of system of state regulation, the further implementation of a principle of "one window" in executive authorities interaction with businessmen; - Formation of the conditions providing steady growth of a number of subjects of small business, the employed population; - Propagation of ideas of small business, formation of positive image of business among the population; - Perfection of guidance maintenance of system of state and public support of small business in the city of Moscow. 2. Strengthening of market positions of small business of Moscow via: - Creation of conditions for growth of capitalization of small business, support of subjects of small business with non-residential premises; - Introduction of new forms of financial support of small business, broadening of access of small enterprises to off-budget sources of financing using the opportunities of Fund of Assistance to Crediting of Small Business; - Ensuring of steady development of small enterprises via all-round improvement of quality and competitiveness of their production and services; - Global information supply of small business, implementation of modern technologies of business dealing, including wide use of opportunities of the global network; - The maximal satisfaction of needs of small business for complex consulting services on all aspects of enterprise activity by development and perfection of small business support infrastructure; - The organization of preparation and retraining of personnel for subjects of small entrepreneurship of city of Moscow, including methods of distant learning; - Assistance in promotion of subjects of small business of Moscow in the regional and foreign markets with the use of modern forms and methods of information, marketing support; - Development of small business in innovative sphere, promotion of small business in the market of innovations and high technology products, perfection of mechanisms of support of high technology production export, creation of technical and promotional zones; - Active involving of youth in enterprise activity, assistance to social and labour adaptation of youth of the city of Moscow, revealing of the young leaders having abilities to enterprise activity. 3. Priority support of small business in industrial and innovative spheres, housing and communal services, in sphere of household services, craftsmanship, among youth and in social sphere. |
