Activity of the Moscow City Government is carried out according to the Law "About the Moscow City Government ".
The most important issues of life of the city and the city governance are brought to consideration of the Government.
The Moscow City Government is the joint body of the city administration possessing the general competence and securing coordinated activity of executive authorities of the city.
The Government is a body of the city (local) self-management and possesses all powers for solution of problems of the city significance.
Main principles of activity of the Government are:
- guaranteeing of the rights and freedom of a person and a citizen;
- legality, publicity;
- division of authorities;
- collective nature;
- combination of centralization and decentralization of management;
- personal responsibility of officials for made decisions and ultimate results of their work on the entrusted site.
Powers:
The government operates within the limits of a term of appointment of Mayor and resigns before a newly elected Mayor. The statement of resignation is subscribed by the Prime Minister or a member of the Government who is acting as the Prime Minister, and is submitted to the elected Mayor at the day of his inauguration.
The Government has the right to declare its resignation to Mayor. Resignation of the Prime Minister entails resignation of the Government in full. In case of resignation, the Government on behalf of Mayor continues to bear its duties up to appointment of a Government by him.
Members of the Government work full-time and cannot be engaged in other paid activity, except for teaching, scientific and other creative activity.
According to the current legislation, the Moscow City Government :
- develops the draft budget of the city for the next year;
- carries out a uniform town-planning and investment policy;
- regulates land relations, processes of privatization, provides profit base of the budget of the city with sales and rent of the property;
- promotes development of small business by an establishment of property and other privileges within the limits of the means enlisted in the budget of the city;
- carries out the uniform economic, structural, investment, financial, price and tariff policy;
- develops bills on introduction or cancellation of city taxes and duties and other profit sources in the territory of Moscow;
- promotes effective functioning of systems of power supply, water delivery and water removal, a road facilities, all types of transport and communication, accomplishments, gardening, sanitary clearing of city, and also engineering supply, operation and repair of housing and communal services;
- develops and carries out the policy in the field of social protection of the population, public health services, education, culture and sports;
- carries out housing reform, develops directions and methods of activity of executive authorities in the field of supply of citizens with apartments;
- coordinates construction of new lines of underground;
- develops long-term investment targeted programs and prospects of balanced development of city;
- carries out accommodation, construction and reconstruction of refueling complexes, objects of a garage facilities, car washes, fast-constructed trading enterprises, public catering and other objects of the service infrastructure;
- coordinates supply of the city with the foodstuffs, their delivery, storage, processing and realisation;
- coordinates interaction of the building organisations, and also the ministries and the departments responsible for construction in the city;
- develops social, economic, political and cultural ties with cities of other states;
- organizes development of tourism and hotel facilities of the city;
- elaborates and realizes the concept of international and foreign economic relations, provides accumulation and expenditure of currency fund of the city of Moscow;
- participates in the work of international organisations, whose activity is dedicated to solution of problems of urban and municipal economy and municipal management, of international cooperation;
- coordinates foreign trade activities of territorial executive authorities of the city owning the city property, in relations with relevant foreign partners;
- involves the foreign capital into economy of the city, controls over rational and effective utilization of foreign credits received by the city;
- promotes increase of efficiency of export and import transactions of enterprises and the organisations of city subordination.
Sessions of the Government are held as required, but not less often than once in a week. A session of the Government is considered competent if no less than half of its general staff is present.
Sessions of the Government pass under direction of the Prime Minister. At his absence, the First Deputy Prime Minister leads the session.
Decisions of the Government are adopted by a majority.
Decisions on operative and current questions are issued in the form of orders of the Prime Minister
