| One of the gratest challenges for the development of small business is the lack of financial resources for securing investment and turnover requirements of small business. The comprehensive programs of small business development and support paid great attention to the solution of this problem. So, a mechanism of soft loans for small enterprises has been developed and introduced. For 6 years the Moscow leasing company has been functioning, a mechanism of financial guarantees to the banks giving credits to small enterprises being developed. However it is necessary to note that solution of the above-stated problem in full was not possible, and lack of financial assets at small enterprises remains, as well as it has, one of the most painful aspects of their activity. Therefore, the stress of the state support has moved to the engagement of unappropriated sources for financial maintenance of small enterprises. Another problem related to the interest rate of bank credits, which is considered too high for small enterprises, is supposed to be solved by its partial indemnification in case of credits allowed to small businesses by financial and credit organisations. The significant attention is given to implementation of venture financing, and also to the further development of leasing as one of the most effective ways of support of small enterprises with finance and assets. For the first time, not only the traditional kinds of leasing earlier used in financial support of small business are provided, but also various forms of short-term rent of typical equipment and means of mechanisation of auxiliary operations necessary for small businesses to perform one-time, small in volume and non-profile works. The further expansion of inter-regional contacts with leasing transactions is supposed, which will allow minimising procurement prices of the leased equipment due to discounts on wholesale deliveries to several leasing companies at once. At the same time, direct financial support to small enterprises is not excluded. However, there has been an essential shift made towards realisation of municipal projects through corresponding municipal funds of small business support. Provision of direct financing for only a few small business projects is supposed through the Moscow City Fund of Small Business Promotion. With a view of the further utilisation of unappropriated sources of finance including international investors, a relevant item of the program assumes creation of a portfolio of small business investment projects developed according to international standards. New financial technologies in the sphere of small business are represented by societies of mutual crediting and insurance. The complex administrative and methodological support of these forms of self-financing of small enterprises is supposed to be provided. The projects will be implemented due to the means of the budget, Moscow Fund of Small Business Promotion, relevant municipal funds, Moscow Leasing Company, and other sources.
