Market entrance of new enterprises is essentially restricted by official regulations at all levels, including such spheres as taxation, licensing, certification, quotas, legal entity registration procedures, granting of industrial premises and the ground areas, and also control of their activity. These factors in whole can be defined as administrative barriers, i.e. obstacles related to necessity for businessmen to perform some obligatory rules and procedures, stipulated by both statutory acts and certain actions of authorities, which essentially complicate establishment and development of small enterprises.
Each separate normative document regulating enterprise activity declares the requirements pursuing good intentions. However, in aggregate they create formidable barriers on the way of private initiatve.
There are plenty of the statutory acts concerning each sphere of regulation, and the full information about them is hard to obtain. Nevertheless, any starting or acting businessman automatically falls under principle that "ignorance of a law does not relieve from responsibility ".
Now, starting point for solutions aimed at elimination of administrative barriers is the adoption of acts and regulations stimulating development of small business and creating favorable conditions for individuals ready to start private businesses.
Recently, the newly established fund of non-apartment premises for small businesses and SME support infrastructure organisations has proved its efficiency. However, the volume of premises placed at its disposal is extremely insufficient to meet the needs of the city small enterprises.
One of the important elements of small business support is their participation in the city tenders for goods deliveries and service provision for the state needs (the Law determines their share as 15 %). However, the shortage of relevant information on actual tenders and the lack of a definite mechanism of small enterprises' access thereto, on the one hand, reduces the competition and leads to losses of the budget. On the other hand, it does not allow small enterprises to take advantage of the reliable trade channel.
Acceleration of interaction of business associations with authorities at all levels is the most important issue for both parties. One of the numerous pragmatic outcomes of such interaction is the effective and constructive participation of public small business associations in discussion and promotion of bills and legal acts, in development and realisation of projects and programs for small business of Moscow.
Effective realisation of the state policy in the field of small business is impossible without the organisation of propaganda in favour of involvement of the population of Moscow in the enterprise activity, of fostering the positive attitude of various strata and groups of the population to the private initiative of citizens, not only as a source of satisfaction of essential material needs, but also as a worthy way of life.
Solution of this problem is impossible without engagement of mass media. In Moscow, a number of specialised magazines and newspapers are issued that cover issues of small business. However, it is obviously insufficient. We need to engage other mass media, including TV.
In order to define ways of development and to work out projects and programs aimed at small business support one has to conduct a wide spectrum of scientific researches based on authentic statistical data. Now there is no objective statistical information on small business. The official statistics received by relevant bodies on the basis of selective inspections with the use of constantly varying calculation procedures are not always valid. Absence of a trustworthy information on various parameters of enterprise activity does not help making correct administrative decisions.
